Board votes to propose minimum property tax threshold

Carlisle Board of Assessors votes unanimously for minimum property tax threshold. The board approved a motion to support a warrant article under Massachusetts General Law Chapter 59 Section 5 Clause 54 for the 2026 Annual Town Meeting establishing a $5,000 minimum taxable threshold for personal property accounts. Principal Assessor Brian Macdonald reported that a systematic review identified 42 new personal property accounts involving livestock for Fiscal Year 2026, with over 70 total livestock accounts, and found that personal property tax had been applied inconsistently across town.
The proposed threshold would exempt approximately $1,250.36 in taxes, representing 0.003 percent of total Fiscal Year 2026 personal property taxes and affecting approximately 70 tax bills.
