Concord Previews 54-Article Town Meeting Warrant With Zoning, Composting Focus

CARLISLE — April 1, 2026 — Concord's outgoing town moderator previews a 54-article warrant and a leadership handoff at the 2026 Annual Town Meeting. Town Moderator Carmen Reese, in her 10th and final year, spoke on the Minuteman Media Network's Civic Concord podcast about the April 27 opening night at Concord Carlisle Regional High School, where sessions will run 6:30 to 9:30 p.m. for at least three nights. Reese flagged Articles 34, 35, and 36 — covering mixed-use development, cell tower siting, and joint commercial parking — as the most complex, urging residents to read them in the briefing book before arriving. Article 12, seeking significant funding for a municipal facilities plan, also drew her attention as a likely discussion item. A citizen petition filed by the Activist Club at CCHS, a student group too young to vote, asks the town to establish a fee-based composting program — and Reese granted the students special permission to present their own article. The town has purchased the Meridia electronic voting system, used by more than 30 Massachusetts town meetings, after renting it last year; Reese said it eliminated what could have been as many as four manual vote counts in 2025. Incoming Moderator Carlin Reed, running unopposed, will observe this year's meeting before taking the gavel.
