Conservation Commission defers Woodward license review pending meeting

Carlisle Conservation Commission grapples with competing visions for the town's Woodward conservation land. The Agricultural Commission, represented by John Lee and Margie Finley, urged the town to maintain existing licenses allowing farmers to use the $500,000 state-funded property. Conservation Commission members including Sylvia Willard raised concerns about whether Grow Native's proposed native meadow restoration complies with Executive Order 193, which requires state-funded agricultural land to remain in agriculture or be replaced if converted.
The Land Stewardship Subcommittee unanimously voted to delay consulting town counsel until after a meeting with the Carlisle Conservation Foundation on February 17, 2026.
