Carlisle Planning Board unanimously recommends zoning bylaw amendment aligning nonconforming-use standards with state law. Town Counsel Ethan Dively explained that the current Carlisle bylaw's rigid 50 percent floor-area cap predates the 1975 recodification of Massachusetts General Law Chapter 40A Section 6 and prevents the Zoning Board of Appeals from approving applications that meet state standards but exceed the percentage; the change would allow previously denied applicants to return with new applications using good cause as grounds to overcome the two-year repetition restriction. In a separate proceeding, the Planning Board continued its public hearing on the Fire Station renovation to May 11, with the board strongly favoring a brick design featuring upgraded glass overhead doors at $100,000 to $150,000 total cost and deferring final review pending preparation of landscaping and materials documentation.
