Planning Board continues ADU hearing, authorizes NearMap subscription

Carlisle Planning Board approves one-year NearMap aerial-imagery trial. Town Planner Julie Mercier and Conservation Administrator Megan Sullivan demonstrated the high-resolution service, which costs $8,300 and is used by 157 Massachusetts municipalities; Joseph Gushue moved unanimously to fund it through existing GIS strategic plan reserves. The Board closed the public hearing for an accessory dwelling unit at 106 Maple Street after applicants Johanna Wetmore and Chris Roberts disclosed that Board of Health septic requirements would cost between $60,000 and $80,000, then approved the site plan review 4-0-0 with Dwight DeMay abstaining.
Town Counsel Ethan Dively briefed the Board on pending state legislation that could expand multifamily housing and limit Board of Health jurisdiction; Town Planner Mercier committed to circulating revised drafts of the Residential Open Space Community Bylaw by January 16.
