CARLISLE — Planning Board's Municipal Vulnerability Preparedness Core Committee advanced a demolition review bylaw targeting approximately 500 historically significant properties built before 1970. Co-chairs Ben Herter and Krissy O'Shea of the Historical Commission outlined a collaborative process designed to preserve embodied carbon; the committee suggested strengthening climate language and deferring the bylaw to fall town meeting. Julie Mercier, Town Planner, presented draft culvert maintenance language for the final MVP report, addressing a gap identified by committee members, while confirming the town will pursue an MVP action grant application for culvert repairs through Nitsch Engineering before the March 20th deadline.
The committee voted to meet again February 26th to finalize report modifications and recommend winding down the core committee as implementation shifts to elected bodies.
