CARLISLE — Select Board approves $39M FY27 budget with 4.56% average tax increase. Town Administrator Ryan McLane presented Budget Draft 2 to the Select Board and Finance Committee on February 24, with an operating budget of $39,015,934 representing a 5.84% increase, driven by a 9.08% regional high school assessment increase, 15% health insurance costs, and 6.34% retirement assessment growth. The Board unanimously voted to set the Cost of Living Adjustment at 2.5% for personnel, and approved a $1,040,000 capital plan funded from free cash, allocating $300,000 for culvert design studies and repairs, $800,000 for roads, $160,000 for two police cruisers, and $407,705 for building maintenance including a $145,000 HVAC study.

A proposed $1.3 million borrowing article would fund town hall maintenance including roof replacement over 20 years at approximately $140 annually in debt service.
