Carlisle Select Board unanimously approved $38,977,248 FY27 operating budget and six capital articles totaling over $20 million in borrowing and spending. Town Administrator Ryan McLane presented the third draft, projecting a 4.73 percent average tax bill increase of approximately $862 per home, with 4.48 percent driven by previously voter-approved police and fire station debt. Free cash draw is approximately $1.43 million; reserves hold at 12.02 percent of budget, slightly above the town's 12 percent target.
The board also unanimously backed three Community Preservation Committee projects totaling $579,460, approved Police Chief Andrew Amendola's five-year contract at $161,000 starting salary plus 25 percent education supplement, and recommended a $16,000 two-phase Safety Committee traffic and speed-zone study addressing non-compliant posted limits near schools and child-care facilities.
