Carlisle Audit Panel Reviews Clean School District Audit, Pledges More Frequent Oversight

Carlisle's Finance Audit Advisory Committee received a clean school district audit report and pledged to meet more regularly after acknowledging the panel had gone dormant between audits. Auditor Scott McIntyre of CBiz reported no material weaknesses in the Concord-Carlisle Regional School District's fiscal year 2024 financials, with an unassigned fund balance of approximately $2 million and a pension plan 90.24 percent funded toward a projected June 2033 payoff. He confirmed the just-completed fiscal year 2025 audit was also clean.

School district business manager Bob Enright attributed a months-long delay in the fiscal year 2024 audit to what he called a "dysfunctional" quality-control process at CBiz following a corporate acquisition, saying the firm's performance on the 2025 audit was "substantially better," and recommended continuing year-to-year. Committee members agreed they should have kept meeting even without an audit in hand, with one member arguing plainly that "cash reconciliation is a basic, simple thing" and demanding regular status updates going forward. The committee also introduced new member Chris Schaffner, nominated by the Light Board to fill a vacancy.
