Concord Transportation Advisory Committee Reviews Safety Project List, Hears Pedestrian Intersection Petitions

CARLISLE — Concord Transportation Advisory Committee reviews three dozen safety projects and hears petitions on two dangerous pedestrian intersections. Interim Director of Public Works Aaron McCloscoe told the committee July 28 that Stantec consultants are actively producing construction details for roughly half of the panel's priority safety list — projects 14 through 45 on a 200-plus-item database — and that design costs alone have already exceeded $75,000, with a single rapid rectangular flashing beacon installation on Low Road priced at $55,000. A 75-percent-complete pavement markings plan for Elm Street calls for a dedicated five-foot bicycle lane along much of the corridor connecting Concord Center to West Concord, with sharrows in constrained sections.

Olivia Percy of 11 Woodland Road formally petitioned for lighted crossings, curb realignments, and traffic calming at the Old Marlboro Road, Old Bridge Road, and Woodland Road intersection, which she said has drawn resident complaints for roughly a decade; McCloscoe confirmed a 2022 Traffic Management Group review installed signage and a lane delineator there but said a new formal TMG submission would be needed for further action. Peter Lee, chair of the Haywood Meadow Civic Committee, flagged the Haywood Street and Walden Street intersection — already on the priority list — where a bypass yield lane leaves pedestrians crossing the Mass Bay Trail route exposed to drivers focused left on vehicle cross-traffic. Town Planner Elisa said the comprehensive transportation strategy will be finalized within weeks and presented for TAC adoption in August, before going to the Select Board.
