Consultant Cassidy presented 19 draft actions across five sectors — built environment, energy, mobility, natural resources, and preparedness — organized under a new two-tier strategy-and-action format intended to make progress tracking clearer than under the previous plan's 22 actions and 93 sub-actions. Multiple committee members pushed back on the draft's structure, arguing that waste and consumption deserved a standalone sector rather than placement within built environment, and that the preparedness section was underweighted relative to its stakes. "If we get all emissions to zero today, we're still having climate change for centuries," one member said, noting that the draft's scoring matrix allocates six points for emissions mitigation but only four for resilience. Transportation Advisory Committee Chair Ellen, participating remotely, urged cross-referencing rather than siloing the two bodies' parallel planning efforts. Deputy Town Manager Megan reported that a reimbursement request of $111,000 has been submitted to the state for the SUASCO Watershed Climate Collaborative's year-one work, and that five qualified proposals were received for a $200,000 watershed vulnerability assessment.
