Hugh Cargill Trust Approves Reports, Weighs Town Surplus as Possible Revenue Source

CARLISLE — July 14, 2026 — Carlisle's Hugh Cargill Trust approved routine financial reports at its July 14 meeting and heard that a roughly $5 million town surplus identified through a recent audit cannot be directed to the trust without a Town Meeting vote. Treasurer Catherine reported three donations totaling $6,100 to the trust and one $150 gift to the property tax relief fund, along with disbursements of $5,000 to the Emerson Umbrella camps programs and a $920 campership grant; the combined balance across all trust accounts stands at approximately $285,000, down from about $328,000 in June 2022. Select Board member Dean advised the group that the surplus would flow to free cash first and that "moving money around at this point is going to take an action of Town Meeting." A separate inquiry to town counsel — on whether funds may be transferred between the trust's internal accounts — remains unanswered. The trust's next meeting is set for August 11 via Zoom.
