Carlisle Regional School District Audit Finds Clean Books, No Material Weaknesses

CARLISLE — May 12, 2026 — Carlisle's Financial Audit Advisory Committee received a clean fiscal year 2025 audit for the Concord-Carlisle Regional School District and opened a broad review of its own governance charter. External auditor Scott told the committee that the district's books were in good order, with no material weaknesses identified, an unassigned fund balance of approximately $1.9 million as of June 30, 2025, and no audit entries required — consistent with the district's June 30, 2024 results reviewed a month earlier. A $1.7 million increase in the district's compensated absence liability resulted from the implementation of GASB Statement 101. The district's pension plan was reported at just under 92 percent funded and its OPEB plan at about 62 percent, a position the auditor called "very much right towards the top" in the Commonwealth. Staff also described the root cause of a water and sewer receivables variance — non-usage charges were rolling into receivable balances without being offset when paid — and expect a corrected process in place by July 1. The committee's most pointed discussion centered on who should hold authority to initiate auditor changes across the town's three entities; committee members cited Massachusetts Department of Revenue guidance that the entity being audited should not control auditor selection, while Carlisle Public Schools CFO Bob acknowledged the governance tension directly, saying "I mean, I'm being asked to give up some of our own authority." The committee scheduled its next meeting for June 17, 2026, at 5 p.m., when a draft of the town's own audit is expected to be presented.
