Carlisle Board of Health Unanimously Upholds $3,000 Septic Enforcement Fine

CARLISLE — June 17, 2026 — Carlisle Board of Health upholds $3,000 septic fine and grants five-year ear-piercing variance. The board voted unanimously at its June 17 meeting to affirm $3,000 in daily fines — $200 per day for April 1 through April 15, 2026 — against the owner of 141 Caterina Heights, where a failed septic system had generated neighbor complaints and documented raw-sewage breakout since 2023. Public Health Director Melanie Dinina told the board she issued only the first half-month of fines as an incentive for compliance, saying "when I issued the fine, then things seem to move along." Homeowner Jeannine Olsen, appearing via Zoom, said she had signed a construction contract on April 8 and hounded her contractor daily to start work, but the board found the communication record too limited to justify reversal. In a separate vote, the board unanimously extended a body art variance for nurse practitioner Megan McMenama's ear-piercing business, Bright Spot, for five years after McMenama reported performing just under 200 piercings with no complaints in the prior year. The board also received a regional opioid needs assessment from Olivia Dufour of the Great Meadows Public Health Collaborative, covering 1,012 survey responses across seven towns, with preliminary state data showing Massachusetts opioid overdose deaths fell below 1,000 in 2025 for the first time since 2013.
