Concord HDC Continues Black Heritage Trail Sign Decision, Cites Size Concerns

CARLISLE — June 17, 2026 — Concord Historic Districts Commission continues Black Heritage Trail marker application over sign-size dispute. The commission voted 5-0 at its June 17 meeting to continue a closely watched application from the town's Economic Vitality and Tourism Division to install seven interpretive markers in the historic districts at 18 inches wide by 60 inches tall, with the matter carried to a July 8 site visit and meeting after members said proportionally scaled mockups they had requested in writing were not produced for a morning site visit. Chair Kate Chartner and other commissioners said size has been their "only consistent" concern since April; Commissioner Tim Whitney said he would have voted to approve the 18-by-60-inch markers, while Commissioner Jeff Young said the signs reminded him of an "exhibition banner." Presenter Mimi Graney, who said a Massachusetts Office of Travel and Tourism grant expires June 30 with no extension available, agreed to a continuance after hearing commission members were not prepared to vote; Young offered to produce foam-core proportional mockups at 12-, 15-, and 16-inch widths at no additional cost to the applicant. Public comment was heavily in favor of approval, with Dr. Elise Lemire, author of Black Walden, and Robbins House Executive Director Jen Turner among those urging the commission to approve the signs at their proposed dimensions. The commission separately approved, by unanimous voice votes, a bicycle repair station at the Concord Visitor Center, exterior paint and window changes at 3840 Court Lane, window replacement at 148 Monument Street, and a door grid insert and dark-sky light-fixture modification at 320 Lowell Road.
