Carlisle Recreation Commission Authorizes Full Rideout Park Court Overhaul With Revolving Funds

CARLISLE — March 19, 2026 — Carlisle Recreation Commission votes to fund full post-tension concrete court overhaul at Rideout Park. The commission unanimously authorized revolving-fund support for the complete resurfacing project — including post-tension concrete on tennis, pickleball, and basketball courts, plus conduit installation and netting — at an estimated revolving-fund exposure of approximately $876,000. CFO Jennifer Barrett, joining the March 19 meeting remotely, presented a fund-balance analysis showing the Recreation Revolving Fund holds roughly $1.9 million, about $1 million more than the department's three-month reserve requirement, leaving approximately $562,000 available above reserve even after previous project commitments. With $722,000 in outside funding secured or pending — including $117,000 in ARPA funds, $108,847 from a 2019 town meeting article, and a $497,153 Community Preservation Committee request — the full project is estimated at $1,598,000. Barrett also flagged roughly $874,000 in dormant state and federal early childhood fund balances sitting outside the revolving fund, some untouched since 2022, warning that "the state's going to want us to prove that we're charging their money pretty soon."
