Concord Light Board Approves Vehicle-to-Grid Rate for Electric School Buses

CARLISLE — June 18, 2026 — Concord Municipal Light Plant Board unanimously approves a vehicle-to-grid pilot rate for electric school buses. The 5-0 vote at the board's June 18 meeting clears the way for commissioning newly installed Level 3 chargers at the school bus depot, which were funded by a state grant. Under the tariff, the school district will pay a $90 monthly meter charge and phase-two time-of-day delivery rates when drawing power, and will receive six and a half cents per kilowatt-hour, a $55.68 per kilowatt-year capacity credit, and a $14 per kilowatt-month transmission credit when discharging bus batteries back to the grid. Rate Analyst Laura told the board that the compensation is "as close to the actual market value as possible" to avoid shifting costs between participants and non-participants. The board also welcomed new member Tyson Kupczynski, a two-time CISO and cybersecurity venture capitalist, and then voted 5-0 to enter executive session to discuss a power supply contract under the trade-secrets exemption to the Massachusetts Open Meeting Law.
