Concord Light Board Elects New Chair, Launches Time-of-Day Billing Era

CARLISLE — Concord Municipal Light Plant's governing board seated new leadership and reviewed early results of its landmark time-of-day billing rollout at its May 13 meeting. The board voted unanimously to make John the new chair and Chris Schaffner clerk, with outgoing Chair Warren Leon remaining as a member after six years of service; six-year veteran Brian also cycled off the board, and energy consultant Nicole Grosner was introduced as his replacement. Director Jason reported that roughly 3,500 to 4,000 bills went out May 8 under the new rate structure, with 99.7 percent of interval meter data reporting accurately and call volume described as modest.

Solar customer Sven Weber told the board his bill will increase approximately 27 percent, or about $280 a year, under the new rates and charged that the restriction preventing solar customers from reverting to the old net-metering structure "is not disclosed in plain language" on any customer-facing webpage. The board heard a proposed pilot vehicle-to-grid tariff that would compensate Concord schools five and a half cents per kilowatt-hour, adjusted by an 85 percent cost factor, plus peak-based capacity credits totaling $224 per kilowatt per year, with a formal vote expected at the June 18 meeting.
