CARLISLE — April 16, 2026 — Carlisle's Zoning Board of Appeals approved four special permits and cleared two comprehensive-permit modifications at its April 16 hybrid meeting. Chair Theo Kinnaman led a session that included a two-year outdoor-gala tent permit for the Concord Museum at 53 Cambridge Turnpike, a unanimous approval for a 2,926-square-foot addition to an 1868-era home at 83 Monument Street owned by Joanna Boynton, and a permit for builder Kyle Mann to demolish a derelict 396-square-foot camp at 74 Hayward Mill Road and replace it with a 1,812-square-foot home — the latter approved with strict on-site parking and construction communication requirements after neighbors Maureen Spade and Rob McMorrow warned the single-lane road is routinely impassable. A gas station renovation hearing for Punker Country Store LLC at 166 Commonwealth Avenue was continued without discussion to June 11. On the administrative docket, the board unanimously found insubstantial a unit-mix tweak and sky-lounge relocation at the 201-unit Novo Riverside Commons 40B project at 292-294 Baker Avenue, and similarly cleared modest passive-house-driven height increases and a roughly 50,000-square-foot porous-asphalt upgrade at the 237-unit Residences at Thoreau at 275 Forest Bridge Road, subject to the developer addressing comments from peer reviewer GPI.
