CARLISLE — July 9, 2026 — Concord Zoning Board continues Sudbury Road teardown hearing amid neighbor outcry over scale. The Concord Zoning Board of Appeals voted unanimously July 9 to continue a special permit hearing for applicant Keith Moritz, who seeks to demolish a 2,283-square-foot single-family home at 448 Sudbury Road and replace it with a 5,780-square-foot two-story dwelling — an increase of more than 150 percent on a lot already nonconforming for frontage. Abutters Michael Coogan and Pamela Hill of 15 Whittemore Street argued in a submitted letter and at the hearing that the replacement "directly contravenes the spirit" of the town's zoning bylaws, while neighbor Jean Meistry of 458 Sudbury Road told the board that 17 of 31 homes in the surrounding neighborhood are smaller than the added floor space alone being requested. The board, chaired by Christine Zale, asked for additional massing and height renderings and scheduled a site visit for July 21 at 8 a.m., with a continued hearing set for August 13 at 7:10 p.m. In separate unanimous votes, the board approved tourist home, irrigation pump station, second-floor addition, and gas station renovation applications, and closed the public hearing on a variance request at 262 Virginia Road — signaling likely denial — with a decision expected at the August meeting.
