Carlisle Disability Commission Accepts ADA Transition Plan, Delays Select Board Presentation

CARLISLE — July 9, 2026 — Carlisle's Commission on Disability unanimously accepted the content of the town's long-awaited ADA self-evaluation and transition plan but postponed a scheduled July 20 Select Board presentation after discovering accessibility deficiencies in the consultant's own PDF documents. The plan, produced by KMA consultant Emmanuel and running approximately 446 to 680 pages across two components, is required under Title II of the Americans with Disabilities Act and represents the first update to such a plan since 2006. A commission member who previously served as head of accessibility at Adobe reported during the meeting that the larger grid document contained roughly 500 images missing alternative text and substantial content absent from its PDF tag tree, and proposed working directly with KMA to remediate the files before public distribution. Members also questioned KMA's priority structure, noting that posting regulatory signs was listed as an immediate six-month priority while known grab-bar mounting errors in town restrooms — requiring no new hardware — were not similarly elevated. Town Moderator Karlyn Reed attended separately to present a framework for ADA-compliant remote participation at annual town meeting, citing a goal of receiving eligibility criteria from the commission by October 1, and noting that zero to one residents formally requested any accommodation at the most recent town meeting. The commission's next meeting is August 13, when Building Commissioner Kevin Pickering and a curb-cut improvement discussion tied to a Mobility On Demand grant are also on the agenda.
