Concord Recreation Commission Warned of Looming Cost-Recovery Gap, Eyes 10 Percent Fee Increase

CARLISLE — June 25, 2026 — Concord Recreation Commission hears first-ever financial sustainability model projecting need for roughly 10 percent fee increases across programs. Consultant Jesse Myatt of Barry Dunn told commissioners at the June 25 meeting that the department's revolving fund — which recovered 104.5 percent of expenses in fiscal year 2024 and 102 percent in fiscal year 2025 — is projected to fall below full cost recovery through fiscal years 2029 and 2030 without intervention, while the BD Swim and Fitness Center enterprise fund faces a projected expense increase of more than 30 percent over the next three to five fiscal years driven by utilities, personnel, and aging capital systems on the now 20-year-old facility. The middle-road scenario calls for approximately $500,000 in additional annual revolving-fund revenue and $400,000 in additional BD revenue by fiscal years 2029 and 2030. Commissioners were assigned individual worksheets to rank programs on a community-versus-individual benefit spectrum, with results to inform a draft fee schedule expected at the commission's September meeting. The commission also voted unanimously to reappoint Matt Boger as its representative to the Community Preservation Committee and presented the annual Maureen Taggart Award to Concord-Carlisle high school student John Anderson for volunteer work with youth lacrosse.
